CLEAN WATER ACT

This is an example of what might be called a "phantom reference." The Clean Water Act has 6 titles (http://www4.law.cornell.edu/uscode/33/ch26.html); referred to as "Subchapters" in the US Code and "Titles" by EPA (http://www.epa.gov/epahome/laws.htm). The word "title" has several different uses when it comes to legislative and regulatory materials. It can refer to subparts of a single law (like Title IX of the Higher Education Act) or to parts of a codified collection of laws or regulations. Environmental laws are codified under Title 33 in the United States Code (laws), Title 40 in the Code of Federal Regulations, and in the California Code of Regulations as Title 23 for "Waters" and Title 27 for "Environmental Protection" (http://www.calregs.com/).

Finding a law by its popular name ("Clean Water Act") is not always an easy job when there may be multiple laws, passed over several years, that are collectively known by a popular name (i.e., the original law and subsequent amendments). Sometimes people just want the text of the original law so the Statutes At Large (AE 2.111: Reference/US) or Congressional Universe for 1988-present is the best bet. Congressional Universe doesn't work in this case because the Clean Water Act was originally created in 1972.
